New Policies and Procedures

I am pleased to inform you that the President and the Board of Governors have approved a number of new Policies and Procedures as follows:

 

1.    Procedure: Temporary Absences From Work

 

This procedure outlines the various types of paid absences from work and it has been updated with new provisions regarding unscheduled family care leave.  There is a maximum of three (3) paid days per year for this purpose for employees excluded from bargaining units.

2.   Policy and Procedure: Employment Files

 

This Policy and Procedure replaces a previously outdated policy and has been updated to include information related to Freedom of Information and Protection of Privacy (FIPPA) and Personal Health Information Act (PHIA) issues.

3.   Policy and Procedure: Nepotism

 

This Policy and Procedure provides an updated list of family relationships which require special attention to avoid any perceptions of bias or conflict of interest in the workplace.  In general it is not permissible to prevent the hiring of family members within a unit but there are situations where accommodations or special measures may be required to ensure accountability and fairness.

4.   Policy and Procedure: Reduced Appointments

 

This Policy and Procedure provides improvements in the Reduced Appointment options by establishing a new two (2) year option without a requirement to retire at the end of the reduced appointment.  Instead employees would be able to return to full-time duties.

5.   Policy and Procedure: Vacation Plan for Medical/Dental Practitioners and Administrators Excluded from Bargaining Units

 

This Policy and Procedure provides details of the vacation plan for this employee group.  These positions were formerly included in the Excluded Managerial, Administrative and Professional Support Staff group (EMAPS).

6.   Policy and Procedure: Vacation Plan for Excluded Students and Out of Province Support Staff

 

This Policy and Procedure provides details of the vacation plan for students who are excluded from bargaining units and for employees who are excluded from bargaining units due to the fact that they live and work outside of the Province of Manitoba.

7.   Policy and Procedure: Respectful Work and Learning Environment

 

This Policy and Procedure provides information on the standard of conduct for students and staff with respect to interpersonal communications in the workplace or in the classroom.  The Policy and Procedure required updating with respect to health and safety legislated requirements regarding anti-harassment procedures.

8.    Policy and Procedure: Organizational Effectiveness Reviews

 

This policy and procedure outlines the standards for conducting organizational effectiveness reviews of work units.  These reviews are to be conducted in conjunction with Human Resources and may include outside consultants.  The specific details of reports or review documents are to be kept confidential, while summary findings may be shared with participants.

9.   Policy and Procedure: Biological Safety  

 

This Policy and Procedure has been formulated using the model for Radiation Safety and provides safety processes for the use of biological materials, agents and other sources of biological hazards in teaching and in research.

10.   Policy and Procedure: Cessation of Staff Appointments

 

This Policy and Procedure has been updated and provides information on the process to follow when a staff member resigns or has an end date for his/her current appointment.  The procedure contains a reference to the Human Resources website where a checklist of activities is provided to discontinue staff privileges, ensure University property is returned and ensure that all debts owing have been repaid.

11.   Policy and Procedure: Violent and Threatening Behaviour  

 

This Policy and Procedure provides information on the University’s zero tolerance approach to violence in the work and learning environment.  Procedures identify the process to be followed immediately when a student or staff member reports feeling threatened while on campus.

12.   Procedure: Employee Organizations and Employment Groups

 

This Procedure has been revised to establish a new group of nurses working in Northern Manitoba who require different terms and conditions of employment than those who do not work in the North.

13.   Policy and Procedure: Salary Administration Policy and Procedure for Nurses in Northern Manitoba Excluded from Bargaining Units

 

This Policy and Procedure provides details of the salary administration plan for nurses who work in Northern Manitoba locations.  It has been necessary to develop different compensation structures to compete with other agencies hiring nurses in northern locations.
