To manage existing rules for a Web Form, select the "Rules" option from the Web Form listing. The page that appears will be a list of existing rules for the Web Form.

The rules will appear in the order in which the questions with which they are associated are ordered within the Web Form. Click the "Update" link to make changes to the rule; click the "Delete" link to delete the rule.
